State Office Engineering Team Plan of Operation

Mission

To work as an integrated Engineering Team providing support to the Field and Area Offices for implementing conservation operations and Farm Bill Program Activities.

Vision

To be an active and valued participant in the statewide team for engineering and planning. The team will provide engineering expertise for all conservation practices, providing a valued service to County, State and National levels.

Objective

To maintain and develop relationships and mechanisms between offices where engineering expertise is shared.
These mechanisms include technology transfer, development and training.

State Office Engineering Team Roles

To provide Field and Area Offices with the necessary engineering tools, equipment, expertise and support to ensure they are able to carry out their engineering functions accurately and efficiently. This will include but is not limited to the following:

  • Ensure that all engineering information and policies passed to the Field and Area Offices are accurate and enhance productivity.
     

  • Providing training and expertise in specialized engineering fields (survey, drafting, hydrology, hydraulics, design, construction, and project certification) to promote completion of large complex projects.
     

  • Ensure that the ability to perform specialized engineering work within the State Office exists and is utilized.
     

  • Provide reviews of plans, designs, drawings, and specifications for individual projects.
     

  • Provide design and construction packages for large, complex and multi-practice projects.
     

  • Provide assistance in planning, design, quality assurance and project evaluation to ensure quality of work is maintained and to evaluate the tools and training needed for improvement.
     

  • Assist with equipment procurement and ensure that the Field and Area Offices are informed of new technologies applicable to the type of work performed.
     

  • Provide a means of communicating ideas, concepts and information across Field, Area, State, Regional and National offices.
     

  • Provide guidance and assistance with professional development, Job Approval Authority, and program management.
     

  • Perform planning and implementation for Watershed Projects, Emergency Watershed Protection (EWP), Dam Rehabilitation, and other projects throughout the state.

Since projects may include various engineering specialties, team members often work across the spectrum of engineering functions and can provide advise and assistance in each area.

State Office Engineering Project Prioritization

Projects submitted from the Field and Area Offices will be completed according to negotiated due dates. High priority projects
will be completed in a timely manner.

The State Office engineering priorities will be as follows:

  • Short-term Field Office and Area Office assistance

  • Program mandates

  • Program funded projects

  • On-going service functions

    • Training

    • Standards, Specifications, etc.

    • Equipment procurement

    • Web sites for Engineering and CADD
       

  • Unfunded large projects

A log of each engineering team member’s projects and progress will be maintained by the State Conservation Engineer. The log will be updated bi-weekly via regularly scheduled State Office Engineering Team meetings that will be conducted in person at the State Office, via teleconferences, or via net meetings depending on the availability of the team members.
